Fight Poverty in Costa Rica

In 2006, the fight poverty in Costa Rica efforts were considerably fragmented. It was such a mess that for a poor family to apply for benefits and to determine which benefits they are eligible for, would have to visit more than 15 institutions to get this information. Out of this chaos, few other countries have the opportunity to fight poverty in Costa Rica like we do. The Social Security Fund (CCSS), through the EBAIS, has been able to collect information for over 90% of Costa Ricans. This offers us an opporunity to use this information to begin a proactive program of identifying those families that are at risk of poverty.

As a result, the Vice-Ministry of Social Development has developed the Information System and Integrated Selective Social Programs (SIGIPSS) whose main objective is to create a single database where information is collected from the institutions dedicated to reducing poverty. Working with CCSS and this new database collection, an opportunity exists for Costa Rica to better distribute benefits to those who need it most. Also, this new approach allows institutions to measure the effectiveness of their poverty Costa Rica programs which allows changes to programs mission or changes based on the programs performance. This system integration will require more than 4 years to implement, which is why it is vital that the next Costa Rica administration will continue this effort.

This plan was submitted to the government last December 14 by the Partido Liberación Nacional seeking to carry on and strengthen the programs of present government. For example, one of the main objectives is:

“The creation of Communities of Solidarity, Safety and Health which will create comprehensive plans for sustainable local development, by acting as the focal point of institutions involved in  education, health, public safety, the care and protection of children, the elderly, employment … ”

Right now, this proposal is possible because the government has the tools which will substantially facilitate institutional coordination and has the information about the main problems facing a community.

Moreover, the plan proposes to refine the lists of beneficiaries in programs such as the Non-contributory Pension Scheme and the Venture Program. Actions of this type represent the culmination of a four-year effort to equip the institutions of social support tools to increase both their effectiveness and efficiency.

In the past, each new administration comes in with completely new social programs, which ignore the successful efforts that it had been developing thus 4 years of efforts and programs are wasted. In the Laura Chinchilla Government Plan 2010 – 2014, proposals are based on strengthening programs that have proven successful and generate new cutting-edge initiatives that is built on a long term effort to develop a platform to fight poverty.
