Laura Chinchilla biografia candidata a la presidencia del Partido Liberación Nacional para las elecciones presidenciales de Costa Rica de 2010, nació el 28 de marzo de 1959 en San José, Costa Rica, hija de Rafael Ángel Chinchilla Fallas, Contralor General de la República en dos períodos (1972-1987) y de Emilce Miranda Castillo. Desde el año 2000 está casada con José María Rico Cueto y tienen un hijo, José María Rico Chinchilla.

Primera Vicepresidenta de la República de Costa Rica y Ministra de Justicia y Gracia en la administración de Óscar Arias Sánchez (2006-2010). Aunque dejó el cargo el 8 de octubre de 2008, para dedicarse a seguir su carrera política, con miras a la Presidencia de la República con el Partido Liberación Nacional dejando al país sin vicepresidencia.

Desde 1990 ha trabajado como consultora en América Latina y África con diversos organismos internacionales en el área de la reforma institucional, con especial énfasis en reforma judicial y reforma de la seguridad pública. Entre los trabajos realizados destacan la realización de diagnósticos sobre el sector justicia para la Agencia para el Desarrollo Internacional de los Estados Unidos (USAID); la coordinación de estudios y proyectos en materia de reforma judicial para el Programa de las Naciones Unidas para el Desarrollo (PNUD) y evaluaciones y asesorías en materia de reforma policial para el Banco Interamericano de Desarrollo (BID).

Es además conferencista en diversos foros internacionales en materia de seguridad pública y reforma policial. Ha formado parte de diversas iniciativas que promueven reformas en materia de seguridad ciudadana y derechos humanos a nivel latinoamericano, tales como el Comité Consultivo del Proyecto de Sociedad Civil y Seguridad Pública del Washington Office on Latin America (WOLA), el Diálogo Centroamericano de la Fundación Arias para la Paz y el Progreso Humano, y la Fundación para la Paz y la Democracia (FUNPADEM).

Tiene diversas publicaciones, tanto en español como en inglés – libros, monografías y artículos- sobre temas relativos a la administración de justicia, la seguridad ciudadana y la reforma policial Dentro de su trayectoria en el sector público destaca su gestión como Viceministra de Seguridad Pública (1994 – 1996) y Ministra de Seguridad Pública (1996 – 1998). Ha sido además Presidenta del Centro de Inteligencia Conjunto Antidrogas, Presidenta del Consejo Nacional de Migración, miembro del Consejo Nacional de Drogas, del Consejo Nacional de Seguridad y del Consejo Académico de la Escuela Nacional de Policía.

En la Asamblea Legislativa, sus áreas de interés son: reforma judicial, seguridad pública (policía, narcotráfico, crimen organizado, etc.), reforma político-institucional (reforma del Estado y reforma Electoral), comercio exterior, tecnología, y niñez y juventud.

Biografía de Laura Chinchilla durante el Gobierno de 2006-2010

Después de una dura campaña, logró llegar a ser la vicepresidenta con el Partido Liberación Nacional y con Oscar Arias Sánchez como candidato presidencial. Ella y Kevin Casas Zamora quedaron como primer y segundo vicepresidentes, respectivamente, siendo parte del gabinete al mando del Dr. Oscar Arias Sánchez en el cargo de Ministra de Justicia y Gracia. El Segundo Vicepresidente Kevin Casas Zamora renunció a su cargo el 22 de setiembre de 2007 por cuestionamientos éticos. Mientras que ella lo hizo el 8 de octubre de 2008 impulsada por una iniciativa ciudadana que conformó un gran movimiento que la mantiene al día de hoy con una diferencia considerable (de acuerdo con todas las casas encuestadoras) en la intención de voto para las elecciones de febrero de 2010.

    Seeing all of the local residents collecting turtle eggs as they lay them REALLY makes me want to go visit there……………If I did go there, it would be to beat them all off and keep them away from the eggs. Really, are you all starving that much to eat turtle eggs from animals that are endangered soon to be extinct? You all deserve to starve……………this president needs to promote birth control to control all of the humans who are raping the land.

      This post is complete ignorance on your part. As someone who just spent 2 weeks there this summer I am ashamed of a fellow American that would say something they know nothing about. Costa Rica is the most nature friendly country I have ever been too….there are more natural reserves than anywhere in the world….and they help save the turtles, they don’t eat their eggs or harm them. Really? You should really do your homework before you post anything the public can see. Unfortunately this is one of the weaknesses of the internet…it allows just any ignorant individual (who obviously doesn’t travel much outside of their own bubble) to show the world just how uneducated they are. To be honest, you are the kind of person/tourist my husband and I avoid on trips so as not to be stereotyped as those ugly Americans….so truly…you staying in your bubble is better for the rest of us who choose to see the world before we judge it.

    When 129 nations have rejected the bogus warrant from Costa Rica calling for Paul Watson’s arrest, please explain why Costa Rica issued this. Captain Watson was documenting the atrocities of shark finning in Costa Rica and broke no national or international laws doing it. The only reason Costa Rica issued the warrant is because of pressure from Taiwan who is paying Costa Rica millions of dollars a year for the shark fins. What a hypocrisy! So much for Costa Rica’s “Pura Vida” motto and touting to tourists (I was there in December) their high standards for conservation of wildlife and natural environs. I guess Costa Rica’s standards are for sale if the price is right. Please drop this warrant against Paul Watson and have Costa Rica literally “put your money where your mouth is!”

    As a constant traveler, I could not in good conscience travel to Costa Rica again if it continues to support this travesty. My dollars and my voice will go to support the nations that respect wildlife and the people who protect it.

    I am done telling people what an honorable and impressive nation Costa Rica is. This warrant against Paul Watson has destroyed the high opinion I used to have of Costa Rica!

      Thanks for writing. You must have seen one of those movies from years ago and you are right the Taiwan mafia and political lobby had everything to do with it. Plus the loser lawyer he had representing him was a sham who was simply promising Watson what he wanted to hear.

      Now that Costa Rica cuts diplomatic ties with Taiwan, there is not much influence from them but the profit motive is still there and remains lucrative. Enforcement never works well when the collective society accepts a certain behavior or practice.

      If you really want to cry “bloody murder” why not stop buying cell phones which use a mineral which is mined by African man and children by there hands. That is right, they use their hands and get very little value for the labor and the murder continues in Africa because western nations want the product that only they can produce. Therefore, there are plenty of areas which the global community and individual practices directly harm other people by buying certain products.

        The issue is Captain Watson being extradited from Germany for protecting sharks from an Illegal Costa Rica sharkfinning operation 10 years ago.
        Do not try to divert the subject to rare earth minerals being mined in Africa by children. If Costa Rica continues to prosecute and detain Captain Watson from his mission of saving marine wildlife then Costa Rica will be shown how people of the world feel about wasteful and illegal sharkfinning.
        The price of prosecuting Captain Watson will be worldwide condemnation of Costa Rica’s legal system.
        Captain Watson’s conservation efforts will prevail no matter what Costa Rica decides, but can Costa Rica survive a ecological boycott once the truth is told about the shameful illegal sharkfinning industry? You say the profit motive is still there? Once the airliners come with empty planes and the hotels rooms are empty tell me again how the collective society accepts a certain behavior. I say turn it around in Costa Rica’s favor and apologize, release, and invite Sea Shepherd to Costa Rica to oversee a new regime in the ecologically sound marine life conservation.
        You can kill sharks for a quick buck or you can bring tourists for generations to see what you preserved.

    Hello Mrs President,

    I think you should make a public statement about Captain Watson. I truly believe with your organizations many corruption problems coming one after another you are committing political and possibly economical suicide in the tourism industry if you don’t stand up for what Costa Rica is supposed to stand for. Green energy and Conservation of all earths creatures. Please do not allow Costa Rica to be seen any other way and push harder to stop shark fining in this great country.
